FED pivot foot position outside bounds of plate

As long as a portion of the foot is in front of the plate, its all good. If the whole foot is outside the bounds of the plate, then they are illegal.

If you can "see" his foot is smaller than his shoe...you need to re-think your priorities in life because your "skills" are being wasted on the baseball field umpiring...🙃
