I think it's the black gentlemen in the NJSIAA sweatshirt with the 3 refs i the foreground @ 0:18 in OP video. Knowing that, you can then track him coming on from the right in the second video.

fwiw, based on the videos, imo if he "cajoled" them it was verbal only and unanimated as his body language is exceptionally calm.

We’ll never know. Only those three refs and the NJSIAA rep know exactly how this went down. I’m not sure why an NJSIAA rep was even on the floor, but that’s another issue. 
I take any “reporting” of this event with less than a grain of salt. It’s all hearsay.

It was a 3 man crew. I have zero idea on basketball mechanics. I would guess the guy in the backcourt makes this call. It seems logical he’s the guy who could line up the players and the clock. Watching the video, it doesn’t look like that guy motions anything at all. When they get together the ref who was on the far side line seems to be the most animated and talkative during their huddle.

I’ve been following the New Jersey HS basketball situation, and honestly, it’s a bit of a mess. It’s tough because it seems like there are a lot of gray areas when it comes to how everything went down.
