base loaded triple and the hitter is out of the baseline trying to stretch it to home .

 

nfhs rule 8-4-2 ( penalty ) says runners return to base at the time of the pitch .

That penalty is for 8-4-2b, and more specifically for the "on a force play" part of the rule.

There's no additional penalty (beyond the runner being out) for going out of the baseline, and the ball remains live.

Wrong.  You're reading the penalty for the force play violation.  The first 2 sentences of the "PENALTY" section would satisfy this play.  IF THE RUNNER was out of the baseline because a play/tag was being made on him going home from a triple, ...the batter would be out.

Plus, the batter/runner can never be out on a force play. A force play only applies to runners on base who are "forced" to advance due to the batter becoming a runner.
