Mr. Velho, was this the CCS playoff game between Serra of San Mateo and Mitty of San Jose? If so, the final score was 3-0, right? So, was this one of the runs scored or was this runner called out? And isn’t Serra the school that Tom Brady, Barry Bonds, and Greg Gutfeld attended?

According to that the runner was tagged out. 

Yes, Serra High. All boys Catholic school with alum of Tom Brady, Barry Bonds, and Greg Gutfeld (according to Wikipedia. I'm not familiar with him). Lynn Swann, Jim Fregosi, Gregg Jeffries and others as well.

It's not easy to judge OBS from a still photo. The problem is we don't know the runner's path.

Was he rounding 3B and coming in to HP from well into foul ground, say, as R2 might? If so, then it's possible that F2 was not in his path, not hindering his approach, and not guilty of OBS.

Or was he coming straight down the line, say, as R3? If so, then it's possible that F2 was in his path, and guilty of OBS.

Without video, then, I'm reluctant to second guess PU's call, which apparently was no OBS.
