How is this handled?

Batter hits ground ball to short F7, F4 moves toward 1st to backup a potential overthrow to F3. F3 catches the ball and BR is safe at 1st. F4 T-Bones BR while BR is running in a straight line through 1st.

Is there a penalty for this, if so on who?

The collision was AFTER he was safe at first, and he never turned to go to 2nd, correct?

New guy opinion:  I think it's a no-call.

I'm assuming that this contact was accidental. If deliberate, it would be malicious contact: the ball is dead, F4 is ejected, and BR remains at 1B.

If there's any prospect of the BR advancing, then the contact would be hindrance and OBS. That would be type 2, with no mandatory award: place the BR to nullify the OBS (will depend on a lot of things). But as described, it's a nothingburger.

If action has ceased and nobody's injured, I'd kill it, signal safe, and verbalize "that's nothing!" Stay with them to make sure nobody "retaliates."

You're killing it before giving that's nothing? Wouldn't it be better to give that's nothing, wait a second Jr two to make sure no play will continue, then kill it?

I like this thought but if its LL especially Minors you know there should not be any deliberate contact and then with the little kids its a matter to make sure no one cracked their skull ..

Older kids even 10 and above yeah as you stated..

I'm killing it only if it's nothing, so yes, I'll kill it first. That tends to make people relax, which can help prevent extra-curricular contact at higher levels. It also allows me to direct my attention completely to the players involved in the contact, to observe any possible infractions.

If it's something, then I'll be calling OBS and leaving it live.

I apologize for adopting the "something vs nothing" terminology: the question is whether the BR has any chance to advance. If the defense is holding the ball, then he can't advance, and thus wasn't hindered ("nothing"). If the ball is rolling around RF and he could have advanced absent the contact, that's OBS ("something").
