RHP jump turn

OBR rules, R1, RHP jump turns and makes the throw to first to try and pick off the runner.  Ball goes out of play, does R1 get 2 bases or does the jump turn not count as a disengagement and R1 should only be awarded 1 base?

A jump turn is a move from the rubber, so it's a 1 base award.

You treat it the same as a lefty that lifts his free foot and steps directly toward the bag.

Ask yourself this:  If F1 made the same move, but didn't throw, would you have a balk?  (Hint:  The answer is "Yes.")

 

So, since F1 *must* throw, he's only penalized one base fro throwing it out of play.  If F1 had disengaged, then he had the *option* to throw -- the penalty is now increased to 2 bases.
