Question

Little League game: Runners on 1st & 2nd. Infield fly, R1 & R2 run on the hit. No catch by the infielder, the ball drops fair. R1 is subsequently thrown out at the plate. R2 is safe at third. The batter runner somehow without the umpires noticing, stays on first base. A pitch is thrown to the next batter before the opposing coach notices that the batter runner is still at first. What is the correct ruling for the batter runner on first?
