Another Offensive Conference question

Had a LL game last night, VT brought in a new pitcher mid-inning, HT 3BC called his players together from the bases. I informed HT I was charging them their offensive conference for bringing their players together under 5.10d.

Rule 5.10(d) -- The ball becomes dead when an umpire calls "Time." The Umpire-in-Chief shall call "Time" - when a manager requests “Time” for a substitution, or for a conference with one of the players; (NOTE: Only one offensive time-out, for the purpose of a visit or conference, will be permitted each inning.)

I could've sworn that I've seen an interpretation stating that I was correct, but am not finding anything online, and I could see how, given the wording, that since HT didn't actually request time (VT did), that they shouldn't be charged a conference.

​Not an offensive visit unless the visit extends past the defensive visit and further delays the game. The team that initiated the time out is the one charged - both ways in LL rules BTW.

​Was time out for the pitching change?  Usually while the new pitcher is warming up, the offense will conference on the defenses dime.

​You may be remembering it "backwards."  If the Offense requests a conference, the Defense cannot have a conference at the same time without being charged.

 

edit:  I see you specified LL, and I don't know about that.  My comment was for "pure" OBR.  (and NCAA; FED allows the conference)

LL goes both ways. Whomever asked for the time out is charged. The other side may conference and not be charged as long as they immediately end their conference when the other team ends and does not delay the game. If they do not break and delay the game then they can be charged but good game management should keep this from occurring.
