Balk for going to mouth

I know the rules ... I've read and re-read them. 

Multiple rules work together to determine whether a pitcher going to his mouth results in no penalty, adding a ball, or enforcing a balk.

HERE IS MY Q:

I know that somewhere I read the wording that

"a pitcher going to the mouth while engaged with the pitcher's plate with a runner on base is a balk because is simulates the pitching motion."

State is coming up quickly, and I want that wording memorized down to the page number and paragraph.  I cannot find it ... neither in the RB or CB.

Any help would be appreciated.

I also can't find it in the RB, CB, or BRD, but I know that's the official interp.  

Maybe it's in an older-model CB

Perhaps you are looking for Case Book play 6.1.3 Situation P:

With R1 and R2, F1 is in contact with the pitcher's plate but has not yet come set. He brings his pitching hand to his mouth and distinctly wipes it off. RULING: Balk, award one base to each runner. The pitcher cannot bring his hand to his mouth because the pitcher is required to go to the set position without interruption and in one continuous motion.

Well, that all good support for the rule(s), but I know I saw the specific phrase that it is believed to "simulate the pitching motion."

There's nothing in the RB or CB that says going to the mouth is simulating a pitching motion. Just what @Senor Azul has posted.

If anyone keeps their old FED BOOKS, I'd really bet it's in either the 2014 RB or CB.

I thought it was stupid when I read it.  Perhaps FED realized it was stupid, but didn't change the rule.

Ditto. They need to get rid of that interp.

Perhaps you're thinking about an old CB play wherein F1 adjusted his cap while in contact with a live ball.  I believe that interp was abolished when NFHS delineated when the start of pitch occurred and the two were in conflict.

Since it was a POE in the back of the 2013 RB, I think they would have to get rid of the persons that  want it called that way before the interp will disappear.
