I don't think the pitcher tonite delayed in the set enough to give the batter time. Twice. If the delay is prolonged you should give it but I'm saying no no no.

If the umpire granted "Time" then it was long enough.  It is umpire judgement.

I thought the first one was fine.  The second one was marginal.  They almost never say no in MLB.
