Is the ruling different if it's the visiting team pitching?

Sound guys mess up and play a distracting sound mid-delivery causing the home team pitcher to spike the ball into the ground, ump seems to rule it a ball.  

 

However, if it had been the visiting team pitching and the home team sound guys played a distracting noise (presumably accidentally) could the ump rule no pitch or somehow penalize the home team?

That should have been a no pitch, not a ball. If the home team sound guy does it more than once, I am going to deal with the sound guy. I don't see any need to penalize the home team players for it.

It can not be a Ball since it never crossed the foul line.

Since there were no runners on thinking about calling a Balk is irrelevant.

 

Regardless of what caused it. it is a NO PITCH.

Under normal circumstances, yes. With the sound guy blaring something right at F1's delivery? Not on my watch. Common sense and fair play should be applied here.

I've often wondered if you had some loud fireworks or a clap of thunder that caused a pitcher to flinch with runners on, would it be acceptable to just call time and "do-over?"  Is there anything in the rules to support that other than 9.01(c )?

Dude there is a rule for this... ball dont cross its nothing... ball crosses.. its  ball... with runners its a balk if it doesnt cross...

This is from the late 90s but at 0:20, a plane flies over Wrigley after Trachsel delivers, and the umpire seems to call no pitch because the hitter got distracted

If I'm umpiring and that happens, I don't give a bleeping bleep about whether the pitcher balked or not: I'm getting the bleep out of there!

 

This would be one of the very rare cases where I'm not going to warn and/or eject someone for language regardless of the level of play. I'd likely be able to legitimately claim I couldn't hear it because over the same language being used by me at the top of my voice. Besides, if someone uses the word $#!+, it may be making a factual description of the contents of their underwear. Possibly even my own.

I don't believe the umpire called a ball, he just reached in his bag for another ball. I suspect the booth clicked a ball up assuming that was correct.
