I know there was a change as I recall in 2012 which only allows fielder to use colored bag on a dropped 3rd strike play. If I read the rule on page 65 literally, it seems to say that the batter-runner is also limited to using this bag on a dropped 3rd strike. I don't see the logic in this as why not allow B-R to use colored base on any initial play at 1st base. What's your take on this?

According FED 2013 12-2-1, BR is allowed to use either base on a U3K

1. BR should use the colored base on initial play at 1B unless the fielder is drawn to the side of the colored base (U3K Only), in which case the BR would go to the white and the fielder to the colored base.

2. On a U3K, fielder and runner may touch white or colored base.

3. A runner is never out for touching the white base rather than the colored base.

My "take" is that on a U3K, if the fielder goes to one side, the runner should attempt to go the other, and that the runner is not limited to only the colored part.

Did you mean allow the fielder to use the colored part?

The double base is to assure separation between the fielder and runner IF there is a play at 1B. Fielder and B-R get their own base to touch to make that happen.  On a U3K the throw could be coming from foul territory so swapping bases is allowed. On a batted ball the throw is not going to be coming from foul territory so no swapping is allowed.

If there's no play at 1B and the B-R is making the turn then he uses the white part.

Rich, I understand and believe your interpretation is the appropriate one. My issue that I raised is the literal reading of the rule on page 65 no.1 is that B-R is only allowed to use the colored bag on a U3K and not on a routine play from the infield. What am I misreading? Keep in mind I believe the intent should be to not only allow B-R to use the bag, but to encourage its use.

Page 65 of what?

You sure this doesn't belong on the softball board?

I'm sure he means page 65 of the NFHS Baseball rules book and the section entitled SUGGESTED DOUBLE FIRST BASE RULES

I think the first parentheses comment is a typo and should be removed - it's a duplicate of the second parentheses comment which makes sense where it is.

The first paren wasn't there in 2011. Someone added if for some reason that made sense to someone for whatever reason.

But then Rule 3 defeats the whole reason for having a double first base - keep the fielder and runner apart..

Who writes this drivel?

I've said before, the way to handle a double first base is to cut off the colored part and throw it in the trash.

There's a separate section for softball.
