And here is the explanation giving by Wally Bell of what happened.

Also, just keep in mind the order in which you do things can also affect the outcome, such as when you have 2 outs and the bases loaded and multiple runners miss bases to which they are forced. If you appeal to a base of a trailing runner first rather than the lead runner, that takes the force situation off, and the run would also score.

Order of appeals can matter but not with bases loaded. The force exist at time of miss.

Oops, should have put 1 out for above. Bases loaded, 1 out, BR hits single up middle. R3 scores. R2 misses 3B on way to home and R1 misses 2nd on way to 3B. Team appeals R1 at 2nd first. R1 out. Force now off on R2 who now did not have to run to 3rd. Appeal to 3B, R2 out but R3 run scores. If they appeal R2 first and then R1 no run scores, or did the rule interpretation change?

If the force existed at the time of the miss for multiple runners it doesn't matter if trailing runners are appealed before preceding runners. The out will be that of a forced runner and if one of them is the third out no runs will score. If you have misses by a non forced runner and a forced runner (or batter-runner at 1B) then the order matters for which one is the third out.

I don't know what interpretation has changed.
