I can't even figure out what you're trying to say with the "reset" and "making him wait." Sometimes you use it referrring to the batter and sometimes to the pitcher.

The batter should keep one foot in the box (unless one of the 7? exceptions applies) -- see 6.02(d)

A Quick Return Pitch is one with INTENT to catch a batter off balance. A batter can be off balance in the box.

Most times, F1 is pitching quickly with carelessness, not with intent.

Sometimes, you just need to umpire.

Word of caution:

6.02(d) only applies to the National Association Leagues (professional minor leagues associated with MLB). It says so right in the rule. So unless your league has adopted it, it doesn't apply. If you think it should, point out the need to adopt it.

A good point, and I agree. I had forgotten about this because all the OBR leagues around here have adopted it (and FED and NCAA rules are similar).

About 7 years ago I called a strike on a batter who stepped back with one foot to get a sign without asking, but did not step out of the box. Pitcher seeing this quickly setup and threw a pitch.

Regretted ever since. What if batter got hit in the face with a pitch he was not looking for?

A Palimino Tournament in my are has a rule the umps love, If the batter steps out of the box for other than a swinging strike, pick off attempt, foul, close pitch... it is a strike. There have been a few people rung up for K3.

Unless you didn't list them, there are several other reasons I can think of allowing a batter to exit the box. Fed has the same basic rule. (applicable parts below):

7-3-1: The batter must keep at least one foot in the batter's box throughout the time at bat.

EXCEPTION:

a. the batter swings at a pitch,

b. the batter is forced out of the box by the pitch,

c. the batter attempts a "drag bunt,"

d. the pitcher or catcher feints or attempts a play at any base,

e. the pitcher leaves the dirt area of the pitching mound or takes a position more than five feed from the pitcher's play after receiving the ball,

f. a member of either team requests and is granted "Time,"

g. the catcher leaves the catcher's box to adjust his equipment or give defensive signals, or

h. the catcher does not catch the pitched ball.

PENALTY: If the batter leaves the batter's box and none of the above exceptions apply, the plate umpire shall charge a strike to the batter. The pitcher need not pitch, and the ball remains live.
