I believe they got it right. Very messy though. PU signals balk, U2 signals out, U3 says no. It looks to me that U3 overruled PU. If that is the direction another umpire goes, I'm done working with him. If he has info, they should get together and then the umpire can change his call. NEVER change another umpire's call. Give info, let the other guy decide. NEVER change another umpire's call.

No. This is the one time another umpire can do this. He is just telling the PU and others that he stepped off. Garcia was correct in how he handled it. He didn't change it from a balk to no balk. He gave info immediately which is suppose to be done in this situation. It has been a long time standing mechanic for this situation. This is NOT new.

Seems to me that U3 should be 100% sure that PU called the balk for a fake to first before he offers his info. Not saying he wasn't, though. If I am BU, I may wait a beat until I am sure of the reason for the balk before I offer my info like this.

Well, what is the harm of doing it this way or waiting? If it is a balk still for another reason, what happens to the runner? He gets put on 2B. All U3 did was tell him he stepped off. If PU says he called for a "start stop" balk, then he tells U3 and everyone moves on. If he says "Oh, OK", R1 is out at 2B. Either way, it is a balk still or play happens as it is.

Since FED allows things to be "fixed", my guess is the out stands unless specifically addresses what can be "fixed" or what cannot be.

No, once he said balk, that killed the ball. Just put him back, take the heat and go on. Both managers are going to be mad in Fed, offense thinks they got cheated out of a balk and the defense think they had an out.
