Unlisted Subs

Fed Rules. Tournament Game. Game had started and I was called to a meeting. The visiting coach had not listed a sub on his lineup card. The umpire told the coach that he was not able to put the sub in the game because he was not listed on the card. I interjected (as I have read this on the site) that it was okay to put him in. You are supposed to list them but if they aren't listed they can go in anyway. The ump told me it was a new fed rule that they could not, but if it was fine with me he would allow it. I told him it was fine with me. I don't want to take away what may be a kid's last chance to play. My question is, is there really a new rule? Was I wrong that the sub was legal?

You were correct. Supposed to be listed but if not he can go in anyway.

I didn't think I had gotten that in the 2011 rules changes. I hope they don't put the rule in like that, though even if a kid isn't there I have them listed. I had one call and say he wouldn't be there because he was throwing up, but I put him on the card anyway in case he got there late.

I don't know what you could do except not allow them in. In basketball, I know I get a technical if I don't have someone listed, but at least they would get in. Not sure what you can do in baseball.

*1.1.2 SITUATION C: Team A’s head coach in the third inning wants to substitute a player who is not on the original lineup card. RULING: There is no penalty if a coach wants to substitute a player whose name was not listed as a substitute on the lineup card. However, to help improve the pace of the game, all known substitutes, with their name and shirt number, shall be listed on the lineup card submitted at the pregame conference.

The rule still says "should" list subs. Then they added a sentence that says the umpire "shall" not accept the lineup until subs are listed. Go figure.

It changed this year to state the coaches had to put them on there. However, if an unlisted sub attempts to enter, you simply ask the coach if there are any more subs he forgot. I don't know if the rule will change any next year or in the next few years.

At our interp meeting, we were told that "for instance" we see 14 able-bodied players in the dugout, but only 12 names on the card that we could not accept it. But if a player showed up late, that he could be a sub and we were to just write him in with no penalty. So, yes all subs have to be listed, but they can add them later anyway with no penalty. Go figure, indeed.

And if all the subs are not listed, we play and they are added later, No Penalty.

Your partner is mixing up baseball and softball rules. In baseball, add the sub, no penalty. In softball, first time is a team warning, second time the head coach is restricted to the dugout the rest of the game.
