This link has been around for a while.

It's a great coaching job by the 3BC.  During the discussion, I asked the following question:

Did you see how far the catcher came out WHILE THE PITCHER WAS ENGAGED?  Isn't that Defensive Interference (OBR Definition....not sure what NCAA calls it.)  Thus you get the double penalty:  Batter to first and a balk to the pitcher--runners advance.  Same outcome!  R3 scores.  Game over.

But the ump did nothing!  I think he was gobsmacked like everybody else!  And R3 stole home by a mile!

Are there rule differences between FED, NCAA, and OBR?

There is no video linked… that I can see. There is no violation until a pitch is made.

There was no throw, so there's nothing to interfere with. 

If the pitcher was on the rubber, it would be a pitch -- and the catcher would have to let the pitch cross the plate to avoid being balked. You'd be right.

If the pitcher stepped off, it would be a throw from an infielder, and the catcher would be fine.

So this is semantics, but an important point to understand. This isn't a balk, in and of itself. This would be catcher's interference. There is only an enhanced penalty of a balk if R3 is stealing home or there is a squeeze play when the CI occurs.
