Need a ruling in FED and OBR

 

Suspended game resumes Saturday—-picking up where  weather halted the game.

Can a player who was not in the original game  play on Saturday?

Yes in both codes, provided the “new” player meets the eligibility requirements for the league or conference.

‘Umpires did not allow the kid—his #3 hitter—to play.

They lost.

Going forward, the way to explain it in layman’s terms is the “new” player is treated like any other substitute. In Fed, eligible players can be added to the lineup card / roster at any time. In OBR, the only restriction they have to being added is a restriction in place by the league using those rules (eg. “Player must be older than 25” or “must be 3 years removed from a professional contract” or “cleared medical / physical requirements (the dreaded COVID or Concussion protocol reqs)”). Otherwise, in MLB (only, I believe) the to-be-added player must not exceed the roster limit (26, or 28). 
 

That being said, if this was a tournament, these tournaments have restrictions on who is eligible to be added to a lineup while a game is underway. This is to prevent teams from shuffling players from one academy or club team to another sibling team while the game is underway. But, with your indication this was a recommencement of a suspended game, then it’s doubtful this was a tournament game; instead, it was likely a league / conference game, and any restrictions on adding players for the game would be kept with the specific league, not in either overall rules set.

Yeah, if this kid was on the team's roster for the season that should/would qualify him to play in the resumed game...without question.  If the kid was picked up from another team (which is always a possibility for these resumed games at that level - suddenly half your team isn't available for this change in the schedule) then he would have to meet any affiliation and registration requirements the league may impose.

But typically, that's not for the umpire to manage - the coach would have to protest/complain to the league if he feels the replacement player is ineligible.

In MLB, there are several examples - in the famous Pine Tar game on July 24th when the protest was upheld and the game resumed August 18th the Yankees had one player injured, and another traded away, and though they never got used they had at least two eligible players on the bench who were not in the lineup on July 24.

In 2009 - Washington/Houston had a game suspended in the bottom of the 11th, with one out and a runner on first - started May 5th, ended July 9th.   

During that two months...

The runner on first, Elijah Dukes, got released/sent down.

The Nationals pitcher who finished the top of the inning got traded for Nyjer Morgan.

Nyjer Morgan then pinch ran for Dukes. (and scored the winning run)

 

Barry Bonds once pinch hit in a resumed game that actually started before he was ever called up from the minors.
