A ball is bunted, hits the plate and bounces backwards a little. The catcher fields the ball (in foul territory) and tags the batter. Fair or foul ball?

Foul ball. Ball was first touched over foul ground without having passed first or third. The fact that it touched the plate is meaningless.

If the BALL is in foul territory it's foul...it doesn't matter where the catcher is.   If the ball is in the air and still over the plate it's fair.   It doesn't matter if the ball touched home plate or anywhere else in fair territory...it only matters where the ball is when it is first touched by a player/object, or comes to rest.  (provided it hasn't passed 1st/3rd base)
