USSSA 13U pool play.  

Coach brings in the 2nd baseman to relieve, he is wearing sunglasses, batting glove under fielding glove and a black wristband on his throwing arm.  However, it is 2 inches above his wrist.  Umpires had him remove the sunglasses and batting glove.  Offensive coach questions whether he can wear the wrist band.  Umpires decide that since it is black it is okay.  I'm watching from my seat behind home plate as he is warming up and the pitcher's throwing motion shows 2 white spots the ball and his arm below the band.  I tell the umpire to watch his delivery and that the wristband would be a distraction for a batter.

Is this legal?  If so, I am buying  black wristbands for all of our pitchers.

USSSA plays under Official Baseball Rules (OBR). Even though wristbands are not mentioned specifically, I think that the following rule would answer your question.

2019 OBR Rule 6.02(c)(7) Comment: The pitcher may not attach anything to either hand, any finger or either wrist (e.g., Band-Aid, tape, Super Glue, bracelet, etc.). The umpire shall determine if such attachment is indeed a foreign substance for the purpose of Rule 6.02(c)(7), but in no case may the pitcher be allowed to pitch with such attachment to his hand, finger or wrist.

You may disagree but in general, umpires should "never" talk to fans/spectators!

I thought maybe since you said you were sitting behind the plate you might have been the Tournament Director.

Even a TD should not be talking to umpires during a game unless it involves some sort of tournament-management issue (weather, etc.)

I've been the TD a lot, and, in general, unless called over to the fence by the umpire my conversations between innings with the PU is pretty much limited to "do you guys need any water"?  

It gets pretty hot/humid in Florida, especially at Tournament time (101 degrees today).  Hydrate, hydrate, hydrate, and that applies to umps, managers, coaches, players, and even spectators.

Ump is 1/3.  

OOPS> Sunglasses are legal.

OK>      Batting glove is illegal.  (Legal in LL rules if it is not white, gray, or optic yellow.)

OOPS> Wrist band is illegal.
