Around what time is it usually released? I'm sitting out this year but still want the book and wanna stay on top of my rules.

Where's that tie into this question? The book I'm talking about is a supplement to the rulebook.

My bad... thought it was a part of what was released with the NCAA stuff

Nope. Just the rule book and CCA manual (if it is a publication year, otherwise it is strictly through the app). It would be nice if the Study Guide was included though.
