I know the PU has fair/foul up to the bag, but is "tag-out/no tag-safe" also the PU's call at that point? Or did Meals make the safe call only after he must have seen the 1b umpire looking at him, as if to say, "I was blocked. What do you have?"

In theory, PU has the tag (or no tag) up to the start of the running lane.  BU has it after that.

As a practical matter, both should have an opinion on (almost) all tag attempts here and make eye contact -- treat it like a run-down.

Look at the eye contact. U1 looks for help from PU to make the call. Great crew communication there.
