They rescheduled due to predicted storms.  The story I saw earlier also mentioned that Lee County deputies would be on site, as well as John's Creek PD.

Yes, because it is not a scoring decision, it is a rule governing when a game or inning, or play ends. The note mandates that a certain action must happen on the field in order for a run to score, and it is not covered in rule seven or eight. If you want to keep the note there that's fine with me, but it needs to be added to the playing rules, not just the scoring rules.  

An analogous situation would be putting in a note that says if detached player equipment touches a thrown ball the batter shall be credited with a triple, and not put it in rule two as a minimum three base award.

NCAA used to be like FED until this year when they changed to the OBR wording but without adding the instruction to the umpire about what to do.

Aside, I advise anyone I'm training to tear out the scoring chapter of their rulebooks except for the first page of FED chapter 9.

J, please correct me if I am wrong, but I believe NCAA added this as an interpretation a year or several years ago then put in the rule book this year.

I'm not aware of any prior interp. If there was one did they say what to do if the batter did not advance, treat as OBR or allow an appeal?

NCAA 5-8-d (New for 2017): "Note: When the winning run is scored in the last half-inning of a regulation game, or in the last half-inning of an extra inning, as the result of a base on balls, hit batter or any other play with the bases full which forces the batter and all other runners to advance without liability of being put out, the umpire shall not declare the game ended until the runner forced to advance from third has touched home plate and the batter-runner has touched first base."

Much the same wording as OBR except no instruction to umpire as to requesting the batter to go to 1B. And in the fans rush the field note they say no appeal possible, implying that an appeal is possible and necessary if fans don't rush the field. 

No interp yet as to how NCAA wants it handled.

Thanks for the follow up.   Was looking but couldn't find it.  GHSA shold be hanging their heads in shame.
