Sideways Wind-up

Did NCAA fix the confusion about whether F1 is in the wind-up or set position...ala the sideways wind-up position ?

Based on their rule change it is legal. But they have clarified that they won't allow a sideways pitcher to throw without coming set or winding up.

So does that mean if this F1 comes to a stop, he's in the set 
and if he doesn't stop, he is in the wind-up ?

No, a windup pitcher in other than FED, no matter what his foot position, can stop with both hands in front of his body as long as the preliminary motion was not associated with his natural motion to deliver the pitch such as an associated leg movement. What NCAA does not want is just rearing back to throw without any preliminary motion associated with his windup or coming set.

ok...I see. So F1 has to, at minimum, take a rocker step for his wind-up or come to a stop for his set.

That's my take from this Mar 2015 interp:

" 12. 9-2a—“Make an illegal pitch or quick pitch with the bases unoccupied.”

PENALTY: Warn the pitcher and, unless the batter reaches first base, call a ball.

COMMENT: The pitcher is standing in the set or “stretch” with ball in the meat hand, which is on his hip. There are no runners on base. This is not the pitcher’s normal pitching motion from this position but one that is used, usually in relief with a count of 0-2 or 1-2. It is used in an attempt to surprise the batter. From this position, without any type of preliminary body movement, the pitcher pushes off the rubber and throws to the batter.

INTERPRETATION: It is a form of a quick pitch and should be ruled an illegal pitch which carries the above penalty."

I believe that NCAA wants his shoulders square to the plate when his hands are together. That has been the way it has been described to me.
