if a batter squares around to bunt and never pulls the bat back and is hit by the pitch, is that a dead ball, batter takes first base or a strike because the batter didn't attempt to pull the bat back?

The ball is dead.  

Did he offer at the pitch?  (Failing to pull the bat back is not necessarily offering at the pitch) 

If yes, Strike.

If no, was the ball in the strike zone when he was hit?

If yes, Stike

If no, Hit Batsman - batter awarded first base.

If he's hit in the strike zone, it's a dead ball strike. Has nothing to do with pulling the bat back. If he's hit out of the strike zone and made any kind of attempt to avoid, then send him to first.

Assuming the pitch was not in the strike zone, batter should be awarded first on the HBP.  Not pulling the bat back is not an attempt to offer at the pitch.

Might depend on the sport being played (based on previous answers to this common question).

 

In baseball, the above answers are correct -- "not pulling the bat back" is NOT an offer.  Treat it as any ohter HBP situation.

In (some?) softball, "not pulling the bat back" IS an offer -- it's a dead ball strike (<-- less than 100% sure of this)
