Hat Falling Off

Did a game where a relief pitcher's hat would fall off on every pitch due to what I assume was a thick head of hair and a loose fitting cap, although I never did inspect.  If the offense complained about it (they never did), is there anything in the rules that would call for anything to be done here?  OBR (or FED just for the sake of it).

I'm 99.94% certain that there's a FED case or interp that a hat that continuously falls off is not allowed.

Even if there isn't a rule, an umpire can make a ruling on something that isn't covered by a rule, so if you think it's distracting, you're within your rights to bring it to the coach's attention and get it remedied.

10.2.3 SITUATION C: F1's cap frequently falls off his head and in the umpire's judgment, it is either distracting to the batter or delaying the game.

RULING: The umpire shall instruct the defensive team's coach that F1's cap must be secured. If this situation is not corrected, F1 will be removed as pitcher
