I love the 1 minute stopwatch idea.  

If they want to have the home team run a stopwatch, fine with me. However, it's one more thing I don't want to have to deal with.

Just took this questionnaire. Is there any reason to hold out hope that some day they'll say "Let's play by OBR"? I feel like the emphasis is on minor stuff without acknowledgment that there are significant differences between codes that can be problematic for officials. 

It wouldn't be as difficult if contestants and coaches weren't involved in other teams and rule sets, but in my first year in HS officiating, I'm finding myself teaching coaches a lot because they don't realize the differences.

I'd say at least 50% or more of my controversial calls in HS games, and games played under the stupid NFHS rule set, that result in an explanation, an argument or worse  are because of the rules that differ significantly from OBR rules and the general public/parents'/players' and coaches' misunderstanding of the rules differences. "But...........On TV last night we saw them do _________!" I also think that a significant percentage of umpire blown rules-based calls are due to confusion based on the rules differences. 

My opinion.  YMMV.

Ah yes, the annual (sometimes more so) plea from a HS coach "but he's outside the tackle box!?!?"....I kinda get a sadistic kick out of telling them that's not the HS rule, to be honest.

1)  Follow the MLB balk rule!  The only thing that can happen by this rule difference is something bad.  It could be tragic.  Sooner or later a kid will hit a 3-run walk-off homer in the State Tournament after I call a balk, and instead of being the hero, he'll be ticked at me ... and his team may lose.

2)  STOP the coaches who think they can create ground rules that supercede FED rules ... specifically where FED says one foot out of play and one foot in play = a catch.  Dozens of coaches walk us around and say, "Ya gotta have both feet in play for it to be a catch."  No ... that's like creating a ground rule that here, we award 1B after the 3rd ball.

3)  Give all states the option that the Head Coach may protest a game based on a rule misinterpretation.  Trust me, we officials "got this."  Let the coaches display their ignorance.

4)  Take the onus of diagnosing a concussion 100% off of us officials.  Require us to have a trainer look at a kid who gets hit in the head, but don't make us the defacto doctor just because we mutter the word concussion.  If a kid gets hit in the head, goes to 1B, then needs an additional timeout, he should be required to sit out the rest of the game.

5)  STOP the arguing of judgment calls.  There's a right way to "ask" what the official saw, but as soon as it gets into a pi$$ing contest, tell the coach to go to the dugout.  Any hesitation = auto-restriction.

6)  Take away the double penalty for an Asst leaving the dugout or coach's box to object to a call.  Either take away the penalty to the Head Coach or double the penalty on the Assistant -- EJ.  I don't get this one.  They're both adults.  It's gonna happen.

7)  Make it illegal to have zero adults in the dugout.  I don't care if it's a dad, mom, former player, or school official.  These schools that play with only one adult coach and 18 players are begging for trouble that almost cannot be corrected.

8)  Every time a pitcher goes to his mouth while on the rubber ... call TIME ... add a ball to the count, and keep it similar to OBR.  The justification for calling a balk with runners on base is illogical.  FED took out the stupid and illogical explanation, but didn't fix the rule!
