I will say that I don't agree entirely with Hiler's interpretation. On the second tag attempt, I have the runner going backwards away from the tag just as much as he goes sideways to avoid it. I don't think he goes three feet either way.

 

Other than starting at 3BLX like the video commentary said, I don't think this umpire could have done much differently. 

I thought he ran far more than 3 feet to his right when F2 attempts the tag behind the plate. I'm very glad there are "powers that be" that agree with my thoughts on this. 

 

Just dreaming here, but how great would it be for FED to put stuff like this together on arbiter? It's not really that hard, is it???

Video is the best teacher.  Reading it in the rule book and actually seeing it in action are two completely different things.

I don't think its hard, but it would have production costs and its probably not a priority. Just as NCAA uses MLB video for educational purposes, NFHS probably could use NCAA/MLB video for HS umpire training. I might even join NFHS if there was educational material worth it.

The more I think about it, the old saying "be careful what you wish for..." comes to mind. I can see FED showing videos and making interpretations that would leave us scratching our collective heads.
