Feinting is not permitted to 1B, so he must step and throw to the base.

 

Feinting is permitted to 2B, so he need not throw to the base, but he must step toward it.

 

By interpretation, throwing to a fielder away from 2B is a form of feinting, and legal.

8.05 (c ) is a requirement for the step. The pitcher in the video meets that requirement. This balk is not a violation of 8.05 (c ).

No balk.  First baseman was moving towards first, pitchers movements were legal.  

Stop looking for balks that aren't there.  That is the #1 thing that will get umpires in trouble, making crap up.  If its a balk call it, if its not don't.
