I'm sure this is on here somewhere but I can't find it.FED rules. Where is a pitchDr allowed to place one of those arm sleeve and waste pitching sleeves? I'm sure this is covered on the book, but a quick glance didn't return any results to me.

Is the pitcher allowed to use one on his non pithing arm (glove arm). What if the holder is black but the card inside (that had a clear is covering in it) is white? Is it all umpire judgement?

NFHS 1-4-2.
 

For individual players, uniform sleeve lengths may vary. However, sleeves of each individual player shall be approximately the same length and shall not be ragged, frayed or slit. If the pitcher's undershirt sleeves are exposed, they shall not be white or gray. A pitcher shall not wear any item on his hands, wrists or arms which may be distracting to the batter. A pitcher shall not wear white or gray exposed undershirt sleeves or any white or gray sleeve that extends below the elbow. A vest and coordinating shirt that is worn underneath is viewed as a type of uniform top.

I would certainly count a white card of the sort used by catchers as prohibited by the spirit of this rule. No white sleeves, no white on the glove — and you're allowing a white card?

Most of the times when I've seen it, the pitcher wears it on the glove arm, over a black sleeve.  And the card has a Velcro cover that is black.  So you don't notice it.

 

The pitcher only looks at it when there's a defense called.  Not on every pitch.

Sort of related...caseplay 8.1.1Q says if a batter is wearing one of those on his waist and a pitch hits it, he does NOT get 1B.

That's a recent addition. Our chapter tried to fight allowing batters to use them at the belt buckle (per Fed 1.5.11) . Most umpires didn't enforce the ban. Now no one enforces it. This CB reference is a better way to handle it. We looked like OOOs making them take them off and I've never yet seen one HBP.

I did some Rocky Mountain School of Baseball 12U games this past weekend for a tourney and (having not done any before this) was told by numerous fans and coaches that other umpires who DID do this regularly made the pitchers take this "playcard" off.   On the first day I let them keep it on b/c it wasn't on the pitching arm and it was all black (no white card that I could see).   Sometimes, there wasn't even a playcard....it was just a black or camo forearm sleeve.  

 

Well, by day 2 and 3, I was done bucking the trend and made the pitchers remove them upon complaint.   I never did ask the TD whether they were legal or not, but would love to know.
