As pitcher rushes to cover, F3 scoops ball and shovels high lob to pitcher, attempting to catch the toss up high while making long stride for bag. As ump Clint Fagan watches, ball is momentarily bobbled in mitt, and upon regaining control at last second, his foot appears to come down on outside corner of base, while runner passes but does not touch the sack. Pitcher falls to his knees, but shows ball to umpire who calls safe - I can only figure he felt pitcher did not have control while stepping on bag, and runner missing bag. He then tags B/R and gets out call.

 

Fast forward to 1:00

Good Call!

I believe the "out" call should have been quicker. It looks like he hesitated and had a "AH HA" moment! But good call. Announcers need to read a rule book!

would a simple tag be enough for an appeal?   or do we need the defense to verbalize it before they do it.   

 

An appeal must be an unmistakeable act. That sometimes, but not always, requires a verbal explanation (esp. where a runner has passed multiple bases or there are multiple runners).

 

In this play, the tag would have been sufficient for me to rule on the appeal.
