Runner Tagged Off of 1B, or Not?

I'm PU, batter hits a slow ground ball to the left side of the infield.  F5 and F6 are butchering the grounder between the 2 of them.  Batter/runner should have been safe by a mile, but he is a very slow, timid runner.  The throw finally gets to 1B, close play, but BU rules safe.  The batter/runner did not appear to overrun the base he just kind of stopped at the base, with his left foot on the very outside (1B side of the base), then just kind of swung around with his right foot to face the infield, still with his left foot on the base, that's the way it appeared to me.

 

I could not see very well from my vantage point but then the runner kind of steps off the bag up the line maybe 1'.  F3 lays the tag on him and BU bangs him out.

 

As I say from where I was, and because the kid was such a weird runner, I could not tell whether he actually overran the base but then was tagged on the way back to the base, in which case he should be safe (no attempt to 2B) 1', or if he just reached the base, stopped at the base, then stepped off, in which case he should be out.

 

Coach argues he overran the base and had not come back to the base when he was tagged, and should have not be called out.  Partner says he stopped at the base, then stepped off and was tagged?

I'm not questioning my partner's call in any way, I just thought about what determines overrunning of 1B!  I mean if a runner stops at the bag, and kind of in the same motion steps off the bag, is he eligible to be tagged out, or is that considered overrunning the bag? Perhaps I'm overthinking this, or maybe this was a HTBT situation.

If he reached the base and then stepped off of it he should be called out if he's tagged. Your partner said that's what happened, so I guess I don't understand what the question is.

They ony get the 'grace' period if the act of reaching the base itself is what caused them to over-run or over-slide.

 

If the act of over-running or over-sliding the base is separate from the act of the BR taking his foot of the base (& in this case it sounds like it was) then he should be Out.

Judgment call. If he stopped on the base, then he didn't overrun it. If he subsequently steps off the base, he's out.

If he tries to stop on the base but his momentum carries him past the base (any direction), then I would rule that overrunning.

As described, Id get an out too - I don't even see anything in the description that could be an overrun.
