Who's the head coach? Pregame meeting, lineup changes

We have a HS team with two head coaches. The manager has tongue cancer so was off last season, another guy took over. The old manager is back but is really to understand. He was coming to the plate meeting but most of the discussions were held by the replacement, especially since he actually knows something about baseball. As a group we decided whoever did the plate meeting was the manager of the day. They decided to rotate duties.

I tossed a guy last year in a summer league for coming out to argue safe/out, told him I dont argue safe/out ESPECIALLY with an assistant coach. His reply: Im the HC. 

Small  note, this guy didnt attend plate meeting and had been sitting in the dugout keeping book. The only time I had saw him is when he came out of the dugout. I said you should of attended the plate meeting and let it be known who you were, you would of also heard my partner tell you we dont argue balls, strikes, safes, and out.

 

Am I also supposed to restrict the guy who attended the plate meeting in this situation? In our local HS association if we throw an assistant the HC is also restricted the rest of the game. Since he was the HC is that enough or the guy attending the plate meeting considered the HC for this game?

You need to find out what the rules are for this summer league and then enforce it that way.  In college the HC needs to attend the first game of a series but not after that.  in HS its always the HC.  If you don't know who the HC is and hes not required to be at the meeting then figure out how to ask nicely.

Wasnt me I dont think. I only deal with FED rules in HS and summer league. I know ive never called under USSSA rules.
