Running Lane Violation Follow-up

I know the rules require a Quality Throw. But can someone tell where this is mentioned? I can not find it in the MLB Rule Book so I figure it most be on one of the other Manuals.

The interference has to be with the fielder taking the throw - ergo if the throw sucks there was nothing with which to interfere.

It is implied in the rule itself:

In running the last half of the distance from home base to first base, while the ball

is being fielded to first base, he runs outside (to the right of) the three-foot line, or

inside (to the left of) the foul line, and in the umpire’s judgment in so doing

interferes with the fielder taking the throw at first base, in which case the ball is

dead; except that he may run outside (to the right of) the three-foot line or inside (to

the left of) the foul line to avoid a fielder attempting to field a batted ball;

The 2011 OBR doesn't have the language about "a throw to". Did that change? Someone posted that FED rules include interference against the thrower for this rule.

As far as I can tell "a throw to" has never been in the rule.

Yes the FED rule is different than the pro rule on this and the play likely would of been interference in a HS game. Scosia will be ready if he ever gets demoted to that level. lol.
