This situation kinda confused me because I've never seen it happen before but here goes: R3,R1 LHP. Pitcher steps toward 1st (no throw) then turns around and makes a play at third. Balk? Pitcher has to throw to first?

Sounds like a balk all the way! You didn't mention whether he stepped off or not but it sounds like he didn't.

LHP or RHP doesn't matter. If he was in contact with the rubber, BALK. If he was not in contact with the rubber, it was legal.

A left hander must throw to first base if he steps there, period (while in contact with the rubber).

A right hander does not have to throw if he steps to third while in contact with the rubber.

Like Warren said, 3 to 1 move is okay, 1 to 3 move is not.

To amend your post, it would be more correct to say "A left or right hander must throw to first base if he steps there, period (while in contact with the rubber).

A left or right hander does not have to throw if he steps to third while in contact with the rubber.

There are not different rules for a left or right hand pitcher.

Ok I just got home from a game where I had this exact situation. R3, R1 LHP. Kid steps to 1st (while on the rubber) and fakes a throw then turns to 3rd. I balk him. Coach comes out and says I'm wrong. He says if a RHP can go 3-1 why can't a LHP go 1-3? I stood with my call and he did not like it.

So I would really like some help with this call because I will see this coach again very soon (He will be the new hitting instructor for my varsity team). Can somebody cite this rule for me please?

Yeah just looked it up and found that. PLus 8.05 © only covers 3-1. I can't find anything besides 8.05 (:D covering 1-3.

That's because 8.05 (;) covers it clearly.
