Does FED have any rule re pitcher blowing into his hand during very cold weather. I believe in MLB that if allowed, there is no requirement to wipe. How about in FED?

No, you balk them. The penalty for a balk with no runners on base is a ball on the batter. It is still a balk.

No, you balk them. The penalty for a balk with no runners on base is a ball on the batter. It is still a balk.

The penalty is to add a ball to the batter's count and it makes NO difference if there are runners on or not. Now to my original question - can I assume that if it is agreed to by the coaches prior to the start of the game, both pitchers can blow on their fingers / hands and not wipe. Can I also assume that this can only be done when not on the rubber, since to do so while on the rubber would be to assimilate the start of the pitching motion.

Take a look at the penalty for 6-2-1e: "...a ball shall be awarded each time a pitcher violates this rule and subsequently engages the pitching plate."

e is the part that says "bringing the pitching hand in contact with the mouth without distinctly wiping off the pitching hand before it touches the ball;"

There is no balk in the rulebook for a hand to mouth violation. The balk comes from 2 caseplays where a pitcher on the rubber with runners on goes to his mouth. FED says that this is a balk for not coming set without interruption. That caseplay is at odds with another one that allows hat adjustment etc. in the same situation. Check: 6.1.3 O, 6.2.1 A, 6.2.1 B, 6.2.1 D

The blowing on the hands should be done before coming set. If he does it after it would be a balk for removing a hand from the ball and not pitching or throwing to a base. Correct ?, or would you leave it alone.

Correct. Just because there is cold weather doesnt mean you can forget the rules. We allow the blowing on the hands as a concession. Otherwise the pitching rules stay the same.
