With runner on 1st the proper position for the third base umpire I'm told is "modified B" close to 2nd base on the 1st base side, but I can't figure out what the advantage is.

It seems to me the best place to be would be about halfway between SS and the third baseman, and as soon as the runner begins a steal or the ball is hit, come inside.

In 3 man with a runner on 1B only, U3 has plays at second base. Why start so far away when you don't have responsibility other places? It will also keep two umpires from trying to make a call at 3B.

3 man mechanic. With R1, U3 has an the option of playing deep "B" or "deep "C". Left handed batter, U3 plays deep "C". Right handed batter U3 plays deep "B". None of this is relevent on a 60 foot field.

I've never done 60-ft. bases, but I would imagine it looks kind of like fast pitch softball with 3 umpires...a little crowded!

here is a pro 3 man for the LL fields or any size diamond . we have used this in are area for years now . works great !!!

The key is to make sure that you have the proper angle on steal plays and tag plays at second base. Having U3 in "B" gives U3 the best chance at getting the proper angle. if U3 takes this play in "C" there is a good chance U# will be looking through the fielder to make a call. The key is to get into the best position to see the tag with out looking through the fielder or runner.
