The 20-seconds between pitches... not between pitchers.

The batter and pitcher have the same time limit... because of that it is unenforceable.

Reading comprehension. It's FUN-damental. (apologies, it's been a long week at work...)

 

Yeah, I see what you're saying. That's why MLB has 8 second vs 0 seconds.

SECTION 2 INFRACTIONS BY PITCHER: failing to pitch or make or attempt a play, including a legal feint, within 20 seconds after the pitcher has received the ball. PENALTY: The batter shall be awarded one ball.

SECTION 3 BATTING INFRACTIONS -A BATTER SHALL NOT: ART. 1 ... Delay the game by failing to take a position promptly in the batter's box within 20 seconds. The batter must keep at least one foot in the batter's box throughout the time at bat

This would fix a lot of things. I know we can’t do MLB but having…nothing to really help puts you at the mercy of your pitchers. No one’s counting to 20 and calling it. The only time I’ve done it is when I’ve had two pointless step offs, and it’s usually not the first time he’s done it. We should just be allowed to yell out to the mound “work quicker!”
