Almost like coaches rule the roost during the regular season and do not follow the above to the letter (it starts at the top with the coaches), forcing the umpires to get involved, whereas, umpires do not have to get involved (paragraphs 1-6) at the state tournament finals. your mileage in your area may vary from what i see.
