The "correct" answer that Fed wants to see is selected (as per the last sentence of paragraph 6-1-3.) 

But, I'd be interested to hear the argument that answer B) is not also 100% correct.

I  agree with you. But for the sake of argument, maybe F1 is not the pitcher when he is standing behind the rubber. He already is an infielder.

The other condition that meets the criteria is the pitcher straddling the pitcher's plate (pivot foot behind, non-pivot foot in front). C covers that but B doesn't. So, since B is a nonexclusive subset of C, C is the "best" (though not "only") correct answer. That's the unfortunate nature of multiple choice questions.

Take a look at 6-1-3 and read the last sentence.  That should be your clue as to why "c" is correct.

I cited that sentence from the rulebook in the original post, and answered the test question accordingly.  My question is in what way is this statement below (answer B) INCORRECT:

"The pitcher has the right to throw or feint to a base the same as that of any other fielder when both of his feet are on the ground behind the pitcher's plate."

It looks like they would have been well served to have used the phrase: "as soon as" before the colon instead of "when".  That would have preserved the difference between the two (i.e. you only need the pivot food) without introducing the 'accidently' correct answer.

Then again, “when” can be and was probably used as:


during, while, as , at the same time that, as soon as,

As written, for B to be correct it would require C to be incorrect. So since both feet being behind the pitcher's plate isn't a requirement, C is the correct answer.
