I'd love to identify the language that was removed from the NFHS rulebook in 2008. Anyone have 2007 or soon before?

The FED in 2007 revised rule 3-2-1 to say that base coaches had to be in their box until the pitcher released the ball in his delivery to the plate. The very next year they rescinded that part of the rule saying it was hard to enforce.

That change seems to fit your description of text being deleted. Is that what you're looking for?

That was a change but I am searching for obstruction language.

I am looking for language that in NFHS < 2008 that would have included "fielding a thrown ball" making a defender not liable for OBS.

In OBR language below, for example, the comment explicitly allows for fielding a thrown ball (and not being liable for OBS in that window of time).

NFHS changed in 2008 and I suspect similar "thrown ball" language was removed. So then a defender is always liable for OBS unless fielding a batted ball.

 

OBR Rule

OBSTRUCTION is the act of a fielder who, while not in possession of the ball and not in the act of fielding the ball, impedes the progress of any runner

 

6.0.1(h) Obstruction When obstruction occurs, the umpire shall call or signal “Obstruction.” (1)  If a play is being made on the obstructed runner, or if the batter-runner is obstructed before he touches first base, the ball is dead and all runners shall advance, without liability to be put out, to the bases they would have reached, in the umpire’s judgment, if there had been no obstruction. The obstructed runner shall be awarded at least one base beyond the base he had last legally touched before the obstruction. Any preceding runners, forced to advance by the award of bases as the penalty for obstruction, shall advance without liability to be put out. 

 

Rule 6.01(h) Comment: If a fielder is about to receive a thrown ball and if the ball is in flight directly toward and near enough to the fielder so he must occupy his position to receive the ball he may be considered “in the act of fielding a ball.” It is entirely up to the judgment of the umpire as to whether a fielder is in the act of fielding a ball. After a fielder has made an attempt to field a ball and missed, he can no longer be in the “act of fielding” the ball. For example: An infielder dives at a ground ball and the ball passes him and he continues to lie on the ground and delays the progress of the runner, he very likely has obstructed the runner.

OK, thanks. There was a change to rule 2-22-3 in 2008. It made it illegal for a fielder to deny access to a base without possession of the ball.

I just checked the 2006 NFHS rule book and there was no Article 3 for rule 2-22. So it would seem that the change you are looking for was a completely new text added to the definition of the entry "Obstruction" not a deletion of any text.

That is! I had suspected language was removed but maybe it's just that addition.
