Personally I am going to LOVE seeing this enforced more this year along with the pitch timer

What do you and they mean by "this"?  Do you enforce and time the LL 20 second rule?

Well no I do not, as typically its not needed HOWEVER this past season early on in the season I had to speak to one of the Mom Managers as her son was egregiously violating the 20 second rule.   Not like 30 seconds but what felt like a minute sometimes

So at the age of 11 now   He would get the ball walk back towards the mound walk to the 1st base side of it work himself up  take the pitchers plate begin his rocking motion and then throw a pitch after 40 seconds plus. 

I spoke to her after the 1st inning and asked her to talk to him.  He's not in minors now this is majors. Hes got 20 seconds.  After that she told him he needed to speed it up so if he started to go back to taking his time I would start waving my arm counting so he could see it.  It took about half an inning but he got the point and by the end of the season he was throwing the ball like the rest of the pitchers in the league not dilly dallying.

So yeah I do enforce it... 

I also call strikes on kids that wont step into the box.
