Has anyone had any issues with this piece ripping? I am wondering how to repair it if anyone has had any experience with it. Strap ripped last summer where it connects to the actual chest protector. I would hate to trash it since everything else works fine.

Straightforward fix. Locate a reliable seamstress / tailor, or a place that repairs luggage and bags. You need that restitched. There's nothing critical up there that you'll be compromising.

Also a shoe cobbler will work as well.
