I think it was an interp from MLBUM. I don't have my stuff handy to verify right now though...in fact it might have been my post a couple years ago bringing it up.

Fair Ball

Definition of Terms:

When in contact with the ground, a ball must be in contact with fair territory and not merely over fair territory in order to be adjudged to be fair

But that was a bounding ball. Does half of it have to be over 1B as it bounds? 1B being either the front of the bag or the defined 1B point?

I think this is just a miss, rather than a new interpretation - U1 looking through F3 and probably just doesn't see properly (or at all)...it looks, to me, like the ball actually bounces on the inside of the line.    Not reviewable though, but this is exhibit A to why it should be reviewable....where ump is obviously obscured it doesn't really matter if it's in front of him or not.
