Run scoring before third out made

So we have tie game in last inning and runners on first and third. Batter hits sky high popup in the infield. Runner from third scores before the ball is dropped in the infield. The runner on 1st does not run immediately and then is thrown out at second for the final out. Is runner at home safe?

Here's the OBR rule (all codes are essentially the same) supporting all the other answers that indicate the rune does NOT score:

 

(a) One run shall be scored each time a runner legally advances to
and touches first, second, third and home base before three men
are put out to end the inning.
EXCEPTION: A run is not scored if the runner ad -
vances to home base during a play in which the third out
is made (1) by the batter-runner before he touches first
base; (2) by any runner being forced out; or (3) by a preceding
runner who is declared out because he failed to
touch one of the bases.

This is a lesson for young umps too - don't assume anything.   Once had a game, tied in last inning, bases loaded two out, easy fly ball to F4, and he dropped it.   R1 either not realizing it was two outs, or just being lazy, never ran, and even though it took a couple of seconds for F4 to retrieve the ball, he threw the ball to F6 for an easy force.

Problem was, only one ump this game, the inexperienced umpire, after seeing the ball drop (and R3 had long since touched home), turned his back to the play and started to leave assuming the game over - he never saw the play at second and really had no choice but to call R1 safe after realizing there was still a game going on.
