Posted a video of the whole play.  Wieters, who was on second base DID advance to third base on this play.  If the umpires had seen the slap, then Mikolas would be out and Wieters returned to second base.  On the replay, Mikolas clearly slapped at Bote's glove arm intentionally, which allowed Wieters to advance on the overthrow.
