Here is my take on the best way to enforce LL Rule 7.13 or things like it: "A runner leaves early and then........."

First, place the batter.  If the batter hits safely, he gets the "clean value" of his hit (100% judgement.)  So if the runner advances to third base, but the umpire judges it was a clean double, put BR back on 2B.  If the batter is safe on an infield hit or and infield error, no matter where he ends up, he is placed back on 1B.

Now that you have placed the batter, put runners back where you can.  If the batter is retired ANYWHERE, replace all runners at their base at TOP.  If the batter is placed by clean hit value or infield error, put runners back where they can fit.  It is possible (except for the "poof play"), that some runs may score.  Example:  bases loaded and the clean value is a double.  R1 gets placed back on 3B; R2 and R3 score.

Here is one that went to WR one year:  Runners on base (I don't know how many) with 2 outs.  Runner leaves early, BR hits a clean double and then is thrown out at 3B for out #3.  So you put the runners back, and NO RUNS SCORE!  Then you clear the field for the change of inning.
