Had a pitcher in a game start in the windup, and simply pivot his pivot foot to start his motion, with no movement of the free foot. Is this legal? All codes.

Yes, might be awkward from a legal FED windup foot position. The free foot preliminary step is optional as is the actual windup with the arms.
