Taking shoulder padding off CP with the rivets?

I would drill out the rivet. I would think that would be the easiest for most people.

What's the end goal?

The majority of the padding vest will (or at least it looks like it will) separate from the carapace with those velcro tabs, ala the Wilson Gold and Platinum. You're likely asking about the shoulder pauldrons, huh? If repair / sanitize / repaint necessitates it, then you'll want to, as @Mister B said, drill out the rivets. On the backside, take a large enough drill bit to destroy the bloom and the rivet should just pop right back out. But what to use to refasten it? That's where Chicago Screws (AKA Bindery Posts or Post Closures) come in... 

Just get these, and some nylon washers if need be, and you're in business!

Max I want to take the shoulder padding off and stick in the washer and then put then back.

Chicago Screws (Bindery Posts) are sold locally in Ace Hardware stores. John Madden's favorite. You don't need them as long as you might think... 3/8" or 1/2" will do it. And if you can get the aluminum ones – won't corrode – do it.
