The camps I've worked with him have been 3-man so maybe it's a 2-man term he uses since in 3-man the rotation is a full rotation except when U1 would go out with R1 only. So most of the time you would never hang out in the "library" to read the play and enter the cutout, you would just rotate on the outside of 3rd base and swing around behind the bag depending on the direction of the throw. 

That makes sense.
